A Draft Is Not Yet an Institutional Decision

Generative tools can produce a plausible first pass in seconds. Leadership begins where speed stops: deciding what is verified, locally valid, authorised and safe enough to leave the institution.

A polished document can now appear before the institution has done the work that makes the document trustworthy. A briefing may sound decisive while its sources remain unchecked. A policy may read professionally while no authorised body has approved it. A letter may carry the organisation's tone while misrepresenting its commitment. A report may contain plausible findings that nobody can trace to evidence.

This is not only an artificial-intelligence problem. Institutions have always confused drafting with deciding, presentation with evidence and circulation with authority. Generative tools make the confusion faster, cheaper and harder to see because they can produce the appearance of completion before responsibility has been assigned.
