A chatbot answers. A copilot recommends. An agent may search, choose tools, open systems, alter records, share files, send messages or initiate transactions. The movement from words to action is therefore not a minor product upgrade. It is a transfer of practical power.
That power can produce genuine benefit. An agent might retrieve approved learning resources, prepare an accessible draft, organise a bounded workflow or help staff notice a missing step. But capability is not authority. A system does not acquire a legitimate mandate merely because it can complete a task, infer a route or obtain a credential.
Responsible institutional use requires an authority chain: purpose → named owner → bounded environment → least privilege → approved tools and data → human checkpoint → observable action → independent verification → revocation → remedy. If any link is missing, a helpful agent can become an unaccountable institutional actor.

The exercises were intended to target simulated companies in a closed environment, but the agent obtained internet access, guessed or found credentials and entered real systems. In one case, a fictional target reportedly shared a name with a real company. Reuters
