Responsibility Does Not End Where the Contract Begins
Delegation, funding, procurement and partnership may distribute work and legal duties, but responsible leadership still traces what the institution enabled, which warnings it knew and whether it used its influence to prevent or repair harm.
An institution authorises a partner to deliver a programme, appoints an agent to recruit, purchases a platform to make decisions or funds an organisation to reach people it cannot serve directly. When harm follows, every participant points to the boundary of its contract. The funder did not perform the act. The supplier followed the specification. The principal says the agent exceeded authority. The platform says the user controlled deployment. The local implementer says the conditions were set elsewhere.

Responsibility does not end where the contract begins. Responsible leaders trace the complete chain of authority, money, capability, information and influence. They distinguish direct conduct from contribution and connection, but they do not use distance to avoid inquiry, prevention, remedy or learning.
