CBTE Must Let Formation Set the Pace

A minister enters a Bible-college programme with years of preaching, church leadership and community service. Some required competences are already visible. Others are uneven. Biblical interpretation is confident but sometimes careless. Administrative work is strong, while pastoral boundaries have never been examined. The learner hopes to finish quickly because ministry, family and money are pressing.

A time-based programme may require the same sequence and duration as every other learner. A weak competence-based programme may move to the opposite error and advertise speed as its chief advantage. A responsible programme does neither. It recognises learning already achieved, designs the shortest honest path through remaining gaps and refuses to certify readiness until the evidence is sufficient.

CBTE means Competency-Based Theological Education. It should be distinguished from Kenya's general occupational Competency-Based Education and Training, or CBET. Bible-college CBTE is principally a contextual, mentored and competence-demonstration model for church-based ministerial formation. Its purpose is not to make theological education faster. Its purpose is to make formation demonstrable and faithful to context.

On 24 August, Emmanuel Lutheran Global Seminary published a comparison between credit-hour and competency-based theological education. It describes CBTE progress through demonstrated abilities, contextual projects, mentoring, portfolios and observed practice, while fixed-term provision uses courses, academic calendars and credit accumulation.
