A Resolution Without an Owner Is Not a Decision

The meeting ends with applause. The resolution is carefully worded, the minutes are approved and every leader leaves believing progress has been made. Three months later, the same problem returns to the agenda. No one had authority to act, the budget was never identified, dependent departments were not convened and the promised report was nobody's responsibility.

The institution did not make a decision. It recorded an aspiration.

A resolution becomes a leadership decision only when it enters an accountable path to delivery. That path needs a named owner, defined authority, resources, cooperating actors, milestones, evidence, review and a response when implementation fails.

Leadership is not measured by how firmly a decision is announced. It is measured by whether people can trace the decision into changed practice and public or institutional value.

The forty-sixth Summit of Southern African Development Community Heads of State and Government met in Durban on 17 August. Its official agenda addressed infrastructure, agricultural and critical-minerals transformation, the Regional Indicative Strategic Development Plan, food and nutrition security, disaster preparedness and the proposed Regional Development Fund.

Significantly, the agenda did not only seek new commitments. It explicitly called for review of progress in implementing decisions from previous summits and the priorities adopted in 2025. Preparatory meetings also included work on rationalising Council and Summit decisions and strengthening high-level accountability for regional priorities.
