A CBTE Portfolio Must Not Become a Surveillance File

A learner uploads a sermon video, mentor report, theological reflection, ministry plan, safeguarding exercise and testimony of spiritual growth. The portfolio looks comprehensive. It may still be educationally weak and pastorally dangerous.

Who created each item? Which competence does it demonstrate? Did the congregation consent to being recorded? Is the mentor describing observed practice or personal loyalty? Can the learner correct a false report? Who may read the testimony five years later? What happens when the platform closes?

Competency-Based Theological Education (CBTE) links progression to demonstrated learning in theological understanding, formation and practice. This article focuses on Bible colleges and church-based ministerial formation. The approach also operates in higher education, including degree programmes; it should not be treated as identical to Kenya’s general occupational Competency-Based Education and Training (CBET). CBTE needs evidence of knowing, being and doing. It does not need an unlimited file about the learner's private life. A formation portfolio should demonstrate competence without becoming a surveillance system.
